Budget 2027 and Clinic Equipment: What the Tax Changes Mean
Budget 2027, tabled on 9 October 2026, proposes a lower SME tax rate, a higher small-value-asset limit and a longer accelerated allowance for local machinery. Here is how each one applies — or does not — to an autoclave and the equipment around it.
First, the status of these measures
Everything on this page comes from the Budget 2027 proposals as reported after the speech on 9 October 2026. They become law only when the Finance Bill is passed and the related rules are gazetted, and details can change on the way. This is a plain-language summary to help you plan, not tax advice. Confirm your own position with your tax agent before you time a purchase around it.
The three changes at a glance
| Measure | Current rule | Budget 2027 proposal | Who it reaches |
|---|---|---|---|
| SME income tax rate | 15% on the first RM150,000 of chargeable income; 17% on RM150,001–RM600,000 | 14% and 16%, from year of assessment 2027; 24% above RM600,000 is unchanged | Companies and LLPs that qualify as SMEs |
| Small-value assets | Assets up to RM2,000 each written off in the year of purchase; yearly total capped at RM20,000 for companies that are not SMEs | Up to RM3,000 each; non-SME yearly cap raised to RM30,000, from year of assessment 2027 | Any business claiming capital allowances |
| Accelerated capital allowance | 20% initial and 40% annual allowance on qualifying spending from 11 October 2025 to 31 December 2026 | Extended to 31 December 2030 | Plant and machinery from local manufacturers, and ICT equipment and software |
Small-value assets: where RM3,000 helps
Capital allowances normally spread an asset’s cost over several years — for general plant and machinery, typically a 20% initial allowance followed by 14% a year. A small-value asset can instead be written off in full in the year it is bought. Raising the limit from RM2,000 to RM3,000 per asset brings more of the smaller items around a steriliser into that bracket.
- Check each item’s invoiced cost, not its category. A pouch sealer, a small ultrasonic cleaner, a water distiller, a label printer or a temperature data logger can fall on either side of RM3,000 depending on make and model.
- The limit is per asset. Ask your tax agent how accessories bought together with a machine are treated before you split an order to fit under it.
- A clinic autoclave normally costs well above the limit, so it stays on the normal allowance schedule.
- Ask suppliers to itemise quotations and invoices so each asset and its cost is clear.

Accelerated allowance: why most autoclaves will not qualify
The accelerated capital allowance compresses the write-off for qualifying assets into about two years, with a 20% initial and a 40% annual allowance. As introduced in Budget 2026 it covers heavy machinery and plant bought from local manufacturers, and ICT equipment and software. Budget 2027 proposes to extend it to 31 December 2030; one detailed summary gives the new window as spending from 1 January 2027.
Made in Malaysia is the test
Most clinic autoclaves sold here are made in Europe or elsewhere in Asia and imported. Buying from a Malaysian distributor does not make a machine locally manufactured. Some reports of the speech simply say “local”, so the gazetted rules will settle the definition — but plan on the normal schedule for an imported steriliser.
ICT may be different
The ICT part covers computers and software. A PC and sterilisation-tracking software used to archive cycle records may qualify as ICT; the steriliser itself does not become ICT because it has a USB port or Wi-Fi.
Autoclave records and traceabilityMind the window
Spending up to 31 December 2026 falls under the current window. Whether a purchase lands before or after the year end can change which rules apply to it.
Worked examples
How the proposals would usually apply to common purchases, assuming they pass as announced. Your tax agent has the final word.
| Purchase | Likely treatment under the proposals | What to confirm |
|---|---|---|
| Imported Class B tabletop autoclave | Normal capital allowance for plant and machinery, spread over several years | The asset class and rates your agent uses for medical equipment |
| Ultrasonic cleaner invoiced at RM3,000 or less | Small-value asset, written off in the year of purchase | That it is a separate asset, not part of a package |
| Pouch heat sealer invoiced at RM3,000 or less | Small-value asset | As above |
| Equipment made by a Malaysian manufacturer | Possibly the accelerated allowance, if it meets the gazetted definition | The manufacturer’s evidence of local manufacture |
| PC and tracking software for sterilisation records | Possibly the ICT accelerated allowance | Whether it meets the ICT definition in the rules |
Sole proprietor, partnership or Sdn Bhd
The SME rate cut applies only to companies and LLPs that qualify — reported as paid-up capital of RM2.5 million or less and annual sales of no more than RM50 million. A clinic run as a sole proprietorship or partnership is taxed through its owners’ personal income tax, so the cut does not apply, but capital allowances on equipment still reduce the clinic’s business income.
- Keep itemised invoices, delivery orders and installation records for every asset.
- Allowances depend on when an asset is bought and in use, so keep the dates.
- Talk to your tax agent before timing a purchase around the year end or the Finance Bill.
